I have the same pc with the same problem mate i have tried everything with no luck so given up and left it as it is

Increased the turbo boost power max and turbo boost power short max in Inteld xtu

no throttle as of yet, but i seem to be stuck at 4.5ghz

I have been using the intel extreme programs built in stress tools. it has cpu stress test, cpu stress test with avx and cpu stress test with avx2 built in to the program

Because i was going to overclock and do voltages but after doing a first stress with it as standard it was power throttleing so i havent done any oc or voltages as of yet no. Like i said the pc is how i got it out the box with just adjusting the fan curves thats it.

Yeah it was the same one mate and i havent had a email back from pcs as of yet but my card is 100% the mini 2070 super, also was playing cod lastnight and my pc shot up to temps of 76-83 from both gpu/cpu this is at the reccomended settings so just keep a eye on temps when playing for long times
