Just to add to this - great spec there from Ekans. When it comes to the "flashy" RGB and stuff, this can all be controlled by either software or unplugging the RGB cables from the motherboard.
5 years ago I bought a PC with ALL RGB everywhere, apparently having more RGB made your PC run faster...
Just put together a DDR5 System for you, much better to spend the extra on the GPU than an IRONwolf HDD. You're better off buying STD HDD and more of them when you need them as they are so cheap and easy to install...
Have a look at this one... its better, faster, better GPU and is cheaper than...
I agree with Spider on this one WIN11 is probably the way to go.
You could always try running these two scripts in CMD PROMPT (Run as Administrator) to see if there is any corrupted files in the OS:

They always return the old parts,
e.g. if it was a GPU upgrade from a 3060 to a 4090, they install the 4090 and return the 3060 for you to have as a spare or to sell on.
I always kept mine as a spare in case my current needed to get repaired!!
