TL;DR: it's not as big of a deal as long as the pump is not the highest point in the loop.

I had a conversation with them on friday:
PCSpecialist Customer Care Team:
"We have a forecast to receive 2 shipments for 28-11 and 03-12.
...
Will be 550 units in these shipments, but this a forecast, we can not guarantee this volume."
Ofc, this does not say much since support can't (won't?)...
VAT exclusivity is not limited to Ireland, it's a feature of the EU VAT rules.
I just used this feature with my order (still waiting for that darn RTX 3070 card :D).
There is nothing to be handled on the PCS side (except the VAT exception), you need to talk to your accountant on how to handle...
