No thats not how theyre doing allocation.
Because CPU's are so high in demand, theyre doing them if another item is in stock. Basically unless both the CPU and GPU were in stock, you were passed over for someone who could get their pc fully built now.

I actually removed my GPU (I'd order the PC at 2:05pm the day the CPU came out, which came out at 2pm), and am currently just waiting for my CPU. I'm really hoping I go into build soon
I've had to remove the 3080 Strix from my build, I'll try and get myself a Gigabyte 3080 Gaming OC, a TUF OC or an FE.
I've had all 3 in checkout before and decided to wait, but if the shortage is gonna carry on I think I'll bite the bullet.
