17.3" Octane VI , not so much of a problem

Hi

I have recently acquired a Octane VI from a friend and its running great ( plays everything i want at ultra settings ) , my only concern is that i see people with a similar spec to mine but they seem to always score higher on benchmarks. So i was wondering if there is any sort of hints and tips to be able to get the very best out the laptop whilst not overclocking it. ( or at least not too much )
Spec is as follows

Octane Series: 17.3" Matte Full HD 144Hz 72% NTSC LED Widescreen (1920x1080) + G-Sync
Intel® Core™ i7 Eight Core Processor i7-9700K (3.6GHz) 12MB Cache
16GB Corsair 2666mhz SODIMM DDR4 2 X 8GB
NVIDIA® GeForce® RTX 2070 - 8.0GB GDDR6 Video RAM - DirectX® 12.1

Having just ran a few benchmarks again with msi afterburner logging , it seems to be power throttling. Cpu clock speeds seem to drop to 3.8ghz per core, is this normal or is there something i can do to try and raise this up? is it as simple as raising the power limit up slightly?

Any advice would be greatly appreciated,
Thanks in advance!

( wasn't sure on where to post so thought here would be alright )

Can you post your short term power limit, long term power limit, and long term power limit time and core multipliers?
