Thanks. In that case, to fill out my post some more, I will be playing on a 1440p monitor with 165hz, and I would want to remain 165fps+.

and your budget? You say you dont want to go higher but if someone did you one at the same budget are you then going to say - cheaper please? what is the max you want to spend?

Is it just for gaming, or are you doing any media creation/rendering/productivity stuff on it too?

The 4090 is probably overkill for 1440p gaming, and only useful if you're going to be doing video/3D.

165+FPS in GTAV is probably not an issue...but 165+FPS in MSFS2020 will not be possible even with a 4090, so we'd need to have a better idea of your actual gaming requirements, and why you need a 4090 or 64GB of RAM.

But, and I'm taking a punt here, I'd adjust your build to something like the below, which will save you some cash initially which can then be put towards a GPU upgrade in a few years time (the GPU is the part that always needs to be replaced first/most frequently).

64GB Corsair VENGEANCE RGB DDR5 6000MHz (2 x 32GB) - I don’t think you’ve detailed any thing that needs 64gb, but if you don’t then 2x16gb would be fine…and for a small boost you could splash the cash and go to 6400/7200MHzRAM

16GB NVIDIA GEFORCE RTX 4080 SUPER - HDMI, DP, LHR - you haven't given any specific use case for an RTX4090, so have knocked that down to a 4080 Super
