Advice for Gaming PC

Hi, Im looking for advice on a build for my son who is 12 ...

I have a budget of 1500 pounds and would like spec something like this :

i7 or i9 or equivalent
32 gb Rgb ram
minimum 500 gb ssd
minimum 2tb hdd
Liquid cooled
GPU Minimum RTX 2060 or equivalent
plenty of RGB lights and Usb ports
Wifi and bluetooth is possible
Card reader

he is a gamer and also makes video with Adobe Premier pro

This is a good setup! The fans and power supply are very suggested. To get a 2060 with a good CPU like those it will cost a bit more then your budget. AMD is all the craze with better performance and better bang for your buck. No AntiVirus due to problems that happen with the PC.
