I just want to know if this cooler is an AIO or not as I don't really want to be messing around with the insides that much.

As it states, it's a high performance liquid cooler, so yes, it's an AIO. There's no maintenance on an AIO other than the normal dust buildup removal on the fans as you would have anyway. They're sealed units, there's nothing you need to do for maintenance of them.

Thank you! I've been eyeing up the prebuilt with the i7 13700fk/4060Ti for £1249 you see. So I wanted confirmation on the cooler. <3 Thank you very much.

I'm looking for advice with a completely unbiased opinion.
Primarily the system will be used for gaming but very rarely used for streaming. Here are the cpu/gpu combos.
5700X with a 4070.
i5 13400f with a 4060ti 8gb
i7 13700k with a 4060ti 8gb.

Be quiet pure rock 2 slim air cooler
Second build is:
I5 13400f
4060ti 8gb
Asus tuf gaming b660 plus WiFi
32gb ram (unsure on speed)
