Case buttons undocumented

I have a PCS PULSE MID TOWER CASE (PWM). The big button far left turns on the PC.
  1. The light bulb icon shows a blue LED, is this indicating that the PC is on?
  2. There is an unlabelled small round button to the left of the LED button.
    It appears to turn off the PC? Or put it into sleep mode? Programmable somehow?
  3. How can I protect these buttons from accidental pressing?
    (I have a 2-year-old and a cat)

Standard case lights, power (blue) and disk activity (blinking red), you can see by the icons beside them, same icons as all the way back to the 90s

The small round button is the reset button.

You can disable reset either in the BIOS or just disconnect the relevant cable from the motherboard. The Case port connectors are outlined in the motherboard manual.
