Cosmos 2 Battery issue?

I've just received my new Cosmos 2 laptop, all appears to be working well. I ordered without OS and have put 8.1 Pro on it, all drivers are installed.

My only issue, the battery is a 47% and doesn't seem to be charging.

Yes, the cable is fully plugged in & on at the wall. It neither seems to be charging or depleting.

I just let the battery run down a bit then plugged it back in, it now holds steady at 28%. I'm not sure if I have a faulty battery, charger, or if something is reporting the battery's charge incorrectly.
