During your order parts may have been in stock but could run out until time for your build comes to be assembled so I wouldn't rely on that too much. Some people with longer waiting times may amend orders too... No my budget is low and asked a guy that is familiar with pcs to help and told me to choose these specsInteresting spec there...spending all your money on the Graphics card and ignoring the rest of the system..hopefully you have a 1440p monitor otherwise that GPU is a poor choice.
Unless gaming isn't something it will be used for of course, given it's been built on an Office foundation

Can I reduce the watts of the psu or noThe problem you have is that your spec is built around an Office motherboard...this is limiting in various ways such as RAM speed. Another problem is that you have a mid-level GPU which is fine if the budget is there...but when it is being put in at the expense of the rest of the system, it's an issue.
Your spec listed above was just over £800...if you could stretch that another £100, then you could get a good low level 1080p system with the option to upgrade to a much better graphics card down the road as needed. On you spec, if you wanted 1440p gaming at some point, you'd need to be replacing the power supply unit and all the wiring to accommodate it:
