Can you be a bit more specific? In particular, what kinds of development work will you be doing? What kind of games will you be playing at what resolution and refresh rate? (Or is it game development you're working on?) And, crucially, what is your budget?

Immediate things to point out, that you’ll want to change/things to be aware of:

Board up to the Hero, the strix could potentially be overwhelmed by heat, in some circumstances.
3080 has an extremely long waiting time.
970 is a Gen 3 SSD, the 980 and Firecuda are Gen 4 and worth having.
You need to up the Psu to an RMx850w, which is a very high quality psu.
No need for the thermal paste.

I've made a few minor changes but knowing your budget, specific programs and monitor would help us get more specific. I changed the CPU cooler for something better for the 5950X. Changed the storage to something that makes more sense and removed the extra thermal paste. The CPU Cooler comes with it's own very high quality paste

That CPU I'd really like the CROSSHAIR HERO though

Would strongly recommend doing so, the Strixx X570 is fantastic but the HERO is just something else and if you're going to be buying the top of the line CPU why not get the top of the line motherboard to go with it if it all fits into budget
