Fan controller...purpose?

This might be a daft question, but on my PC case I have a fan controller, just a knob.

What is the purpose of having one? I have the option of turning it off or having it on full speed.

I would have thought that you have the option of having the fan off (and thus quiet) when you're not stressing things much and don't need extreme cooling, but when you do stress the things (when playing some games perhaps?) you can turn the fan on to keep things cooler.

I always have the fan on full when I'm on games. but turn in down (but not off) when I'm not. I put my hand on top of the case (I have fans on top) and if its warm, then I put it on full.

I use it on minimal when it's winter, then put it up during very hot days. Usually it's on slowest speeds most of the time.

I forgot to turn it on full this week and I looked at GPU-Z and the GPU was reading 65Celsius !! it normally around 40.

The 40 and 65 temps must be referring to different things... 40 as a temp under load is unrealistic, unless under water cooling. even 65 is very very low when under load. Fan controller or not.
