I'm looking to replace my now nearly 6yr old laptop that previously ran Cities Skylines to a reasonable degree, but following successive additions of new features by Colossal Order and extra DLC is now struggling even with the base game as the GPU is a major bottleneck on it. I used to hook my laptop into my 4K TV at 1080p and it would uprate it. I intend to do the same, but hoping that the TV wont need to uprate it anymore. Max budget is £1500. Primary purpose for this computer will be to play games, as I'll still have my old laptop for everything else. The primary game I'm likely to play on this is Cities Skylines and other similar city builder/business management games such as Planet Coaster that are quite GPU/CPU demanding once you've gotten further into them, but dont require an exceptionally high FPS to enjoy the experience. I'd also like it to be as future proof as possible given the budget restriction, and understand advances in technology may limit upgrades in the future.

GPU: I was previously recommended last year the GTX 1080 as a minimum for 4K gaming so have selected that as I can't justify the cost of 1080Ti.
HDD: Selected HDD over an M.2 as I'll likely upgrade that in future if I feel necessary. I'm not really concerned about saving seconds on load up times for windows at this stage as I'm quite good at wandering off and doing something else after turning it on.
Network: No WiFi selected as this will likely be sitting right next to my router.
RAM: Selected 2x8GB 3000Mhz as I remember seeing higher Mhz isn't that much of a benefit and games won't benefit of anymore than 16GB RAM either.

Question 1: Motherboard: Am I getting any benefit from the TUF Gaming Plus, or should I drop it down to the PRIME? Not sure what the difference between them is.
Question 2: Has this got sufficient cooling? concerned that temperature could end up being an issue if I were building a sizeable city for example.
Question 3: Anything else I haven't thought of?

A GTX 1080 isn't ideal for 4k gaming. If it's not urgent you could hold off for 2-3 months which is when the new gen of GPUs including a GTX 1170 (offering GTX 1080 ti performance for less £) is expected to be out. Not much point buying a 1080 that's already plenty expensive and will soon / already feel inadequate for 4k gaming.

I don't necessarily need it to run at 4K, as the TV uprates 1080p to 4K anyway and it always worked nicely enough from the laptop doing that. So ignoring the 4K 'nice to have' how does the build look besides for my requirements?

That's not exactly how it works.

Where a new gen of GPU offers the same performance as a previous gen, it will always be cheaper. For instance the GTX 970 offered GTX 780 ti (or better) performance for less £. The GTX 1070 offered GTX 980 ti well, a decent bit better) for less £.

The GTX 1180 may command a very high price premium according to some sources, since it is much more powerful than what we've had previously in the consumer segment. But I'm not suggesting you buy an 1180, I'm suggesting you buy an 1170, which if it behaves in the same way as the 1070 and 970 before it will offer previous-gen XX-ti performance or better for a lot less cash. :)

That's somewhat inevitable too. If Nvidia release a GTX 1170 that gives the same performance as a 1080 ti but costs more than a 1080 ti, it's not gonna sell very well...

As for the 2nd question, buying a GTX 1080 for 1080p gaming is a major overspend.

I suppose they will want to encourage people to take up the new architecture and therefore need to price competitively against their own products, something I hadn't considered.
As for the 2nd question, buying a GTX 1080 for 1080p gaming is a major overspend.
Do you think it would still be an overspend for 1440p?

A 1080 would be fine for 1440p - but 1440p doesn't divide cleanly into 4k, and spending ~£500 on a 1080 only to play at below native res when there's very likely an option that would make 4k possible and affordable on the horizon isn't the choice I would make, personally.

An affordable option on the horizon being the 1170 which should provide similar capability to the 1080Ti?

Yes, just so. More affordable than the 1080 ti anyway :)

Of course this is just rumour. But it's pretty extensive rumour and the 1080 has already been out for over 2 years now. Just google GTX 1180 or GTX 1170 and you'll see a lot rumour writeups saying August, some saying as early as 30th July.

So, having put this purchase off for well over a year for various reasons, including waiting for the new RTX cards to come out, as the 2070 is now available in the configurator, I've had another look at things, and come out with the following build. I'm ideally aiming for no more than £1550 so this comes in a little above that. I know the new CPU's are just around the corner, but as I've been putting this off so long I've reached a point where I just need to draw a line rather than continuing to wait for the next new development which seems to be a vicious cycle at the moment.

Other than the slight increase to budget, my intention remains the same to use this to run games with my 4K TV, with the difference between the 1070 Ti and the 2070 being only £28, the logical choice is obviously to go for the 2070 here, so I'm therefore looking at whether there are any suggestions for the rest of the build, places I could make a cost saving, or components that I do/don't need?

OK, so this time I did wait... mainly because the 2070 was still on pre-order anyway and it seems the i7-9700k is very slightly cheaper than the i7-8700k and looking at reviews is generally favourable and performs marginally better in benchmarks... so here's an adjusted build to include it. Any thoughts?

So the previous spec has now gone up to £1,607 and having read other suggestions from Oussebon that AMD Ryzen will give me better value for CPU, I've now put this build together; I've had to use the 650W modular PSU as the 550W is out of stock until the end of the year. Budget as close to £1550 as possible, still going to be using for Gaming to a 4K TV and also have the intention for VR with an HTC Vive in future. My main question is do I need the RAM at 2933mhz, or can I save the £12/£28 by dropping it down to 2666/2400mhz and put the money into something else? And the other question is, is the cooling sufficient, does it need more, or can am I over doing it?

For what it is worth, I think the faster RAM is a good move, I think the cooling is certainly more than sufficient and nobody ever complained of having a great psu that gave more headroom for upgrades. I think they are good places to spend on the build.

Cheaping out on the RAM is a terrible idea. The RAM will stick with you for the lifetime of the system, unlike the GPU which you'll replace at least a couple of times most likely. And maybe even the CPU too.

If you want to save money the obvious play is to switch the graphics card to a GTX 1070 ti, which has most of the performance of a 2070 but is £100 cheaper.

Neither is really going to cut it for 4k gaming with modern titles at very high settings, as discussed previously. Both are fine for 1080/1440p if you play below native res.

You could also drop the CPU to an R5 2600x as the performance is pretty similar in gaming to be honest.

I would buy the system not overclocked, as I've no idea how PCS do their overclocking on Ryzen. Also it opens up the Gigabyte Ultra Gaming motherboard which has more features iirc.

So I've changed to the non-overclocked and after comparing the two on UserBenchmark.com agree with you on performance for gaming (their rating for 2700X is 120% and 2600X is 118%) dropped to the 2600X and swapped out for the Gigabyte MBD, especially seeing that it has a USB-C port on it which I'm sure will come in useful over it's lifetime. I've also swapped out the ultra quiet modular PSU for the standard which wasnt available on the overclocked which has provided some other savings, which I've put a little towards a slightly fancier case. Any more thoughts on this build would be appreciated?

There's no point to the RTX 2070 at this price. It really is a waste of money. It's not much any better than a GTX 1070 ti in current games. And early indications are that its RTX capabilities are pretty limited too. The RTX 2070 is a bad buy.

Userbenchmark is junk and full of garbage. If it's ever correct, it's only correct by accident, like a broken clock tells the right time twice per day. It does stupid things like lump overclocked and stock clocked CPU results together for averages.

Stick with the TXm PSU tbh, as it's much better quality than the VS series.

Get a cheaper CPU cooler is you're not overclocking.
