I'm 95% sure it's coming for PC, they are probably setting it back because optimization can take longer for PC, and obviously PC's are more variable compared to XBOX's and PS3's meaning alot of adjustments are made, it can take a few weeks for even big companies like bethesda to optimize for PC, so what they are doing, is probably to not delay release date for the whole set, and just delay the release date for PC giving them that extra time to release and meaning they can still release the console versions.
They have already delayed GTA IV so that's the hint that they were running behind schedule, perhaps the under estimated the time again and that's what they will be doing.
Also a massive amount of revenue was created from PC, and it was first released on PC with later releases from the original GTA, I don't think they will stop making it for pc altogether.
