Somehow you have lost the unistall file so Windows does not know how to uninstall it. If you still have the original disk or installtion file then reinstall it (which will recreate the uninstall file) and then uninstall it normally.
Failing that you can try the free Revo Uninstaller (for 32-bit) or the free IOBit Uninstaller (for 32-bit & 64-bit) and do a Forced Uninstall. That might not go well though so backup first.
I presume when you say 'kind of deleted it' you just went and deleted all the relevant looking file from your machine - which is entirely not the way to do it
If you did it that way then the easiest way to get rid of it is as Smoke says, reinstall it then properly uninstall it - at which point it will be properly removed from your system.
