Is Ram worth Upgrading?

Bought this 3 years ago from PCS, I mainly play CS2, R6 and COD. Memory sometimes runs at 80%, wondering if it's worth upgrading to 32GB(16x2)? If so, what is the best make and what highest MHz I can get?

If it only ever gets to 80%, then you're not running out of memory, and doubling it would just mean you'll have 18GB of unused RAM instead of 2GB.
