Uh well you need to back up your game saves no matter wether it is on Steam or otherwise (unless it is a steamworks game with steam cloud support), as more the games themselves, unless they're on Steam *you will* have to reinstall them manually rather than copying their files over. As for Steam based games, simply back up your Steam/steamapps folder to an external backup device, after Steam is installed on your new PC simply copy the steamapps folder in to the main Steam folder and let it overwrite.

I'm not perfectly sure however as to what you're asking.

What i mean is when you get a new pc how do you go about getting all your games transferred from your old pc.think youve answered about steam games, also when you reinstall a game to your new pc will you be able to register it or will it be looked on as a pirate copy?

Yes. You would have to find the saves folder and usually there will be your save files there, named as you name them in game.

There are programs availiable that will do this for you, i wont recommend one as i cant be confident they are clean and actually work.

The vast majority of modern games put their save games in your Documents folder. (Well sub folders thereof anyway.)

There's also a hidden folder there in which one of the sub folders occasionally contains some save games. You'll have to have a look yourself but in most cases you should be able to preserve your game progress just fine. We just did the same with KotoR and DA:O. It even preserved the plug-ins, mods, etc that way.

I'm not behind a gaming machine right now so I can't point out the exact folders - it's pretty straight forward though...
