Mouse & Displays issues when booting up

New PC is excellent, but I have noticed that occasionally when I boot up the PC the monitor won't pick up the display. If I unplug then plug in the cable it works fine.

I have also found that every time I boot it up, the mouse turns on (lights in the mouse come on) but it doesn't do anything. Again, if I unplug then plug it in it works fine.

Any ideas?

I've had the same thing happen with my mouse occasionally since I bought it(Razer Mamba), I can't think of reason why it happens though.
