Hi Matthew. A few questions to help you and us improve this...

What's it for? What's your monitor? What's the budget?
It's for gaming at 1440p

The monitor is

LG Ultragear 27GL83A-B 27 InchWhich can go up to 144hz

And budget is around 1,500 ish as if I get a refund from the company I'm currently dealing with I would get 1,300 back so don't mind spending a bit more to upgrade ram for example which I currently have 16gb

Unfortunately that build won't do a great job of 1440p: the 3060 just isn't strong enough. Here's where I'd start looking:

Case
FRACTAL FOCUS 2 ARGB GAMING CASE (BLACK) Much better case
Processor (CPU)

AMD Ryzen 5 7600 Six Core CPU (4.0GHz-5.2GHz/38MB CACHE/AM5) CPU that's perfectly good enough for 1440p gaming
Motherboard

ASUS® TUF GAMING B650-PLUS WIFI (DDR5, USB 3.2, 6Gb/s) Better motherboard
Memory (RAM)

32GB Corsair VENGEANCE RGB DDR5 6000MHz (2 x 16GB) Much superior memory
Graphics Card

12GB AMD RADEON™ RX 6700 XT - HDMI, DP - DX® 12 Better graphics card
1st M.2 SSD Drive

512GB SOLIDIGM P44 PRO GEN 4 M.2 NVMe PCIe SSD (up to 7000MB/sR, 4700MB/sW) Fast boot drive
1st M.2 SSD Drive

2TB SOLIDIGM P41+ GEN 4 M.2 NVMe PCIe SSD (up to 4125MB/sR, 3325MB/sW) Large games drive
Power Supply

CORSAIR 850W RMx SERIES™ MODULAR 80 PLUS® GOLD, ULTRA QUIET Plenty of power supply capacity
Power Cable

1 x 1.5 Metre UK Power Cable (Kettle Lead, 1.0mm Core)
Processor Cooling
PCS FrostFlow 150 Series High Performance CPU Cooler Adequate cooling
Thermal Paste

STANDARD THERMAL PASTE FOR SUFFICIENT COOLING
Sound Card
ONBOARD 6 CHANNEL (5.1) HIGH DEF AUDIO (AS STANDARD)
Network Card
ONBOARD 2.5Gbe LAN PORT
USB/Thunderbolt Options
MIN. 2 x USB 3.0 & 2 x USB 2.0 PORTS @ BACK PANEL + MIN. 2 FRONT PORTS
Operating System
Windows 11 Home 64 Bit - inc. Single Licence [KUK-00003]
Operating System Language

OK, if you want to spend hundreds more for the same performance, up to you. The 4070 would be the ideal card: that makes the above build £1700ish.

The 3060 is not ideal for 1440p. Will it work? Sure. Will it work at high quality and good framerates in modern games? That would be a no.

Edit: Also, I'm deeply confused. Is that the PC you're sending back? Is it one you're replacing? I don't get why you'd replace a 3060 with a 3060? So many questions.

The 4060 Ti is not a good card. For £87 more, you get basically the same performance as the 6700 XT and less VRAM, so probably less performance with future games.

It's the one I'm sending back possibily it's having lots of crashes and case fan issues and if I get a higher graphics card I would push the cost higher than I would ideally want to pay

Well I've recommended a cheaper graphics card that will do you better. "I like Nvidia" seems a pretty poor reason to me, but it's your money.

(Incidentally, this build is far, far better than the one you're sending back. A 3800 XT in 2023?!)

I got the one I currently have in 2022 and money was the main issue

I want a build ideally nvidia for max 1,700 that will run 1440p without any issues

Also ideally would like fan not liquid cooling so many fans can't tell which to go with

The build I have suggested has a standard air cooler.

If you want a significant Nvidia build for £1700 then get the build I suggested above with a 4070. It's outperformed by cheaper AMD cards, but who am I to say that makes it a bad idea?

Would the standard cooler be OK to keep the temps ok

Also want to make sure it's one that does not create a lot of noise

I see

So the frostflow ones are OK just not heard of them before that's all

Have yoy used them before by any chance?
Yeah we have a couple here in the office, the 3No. of the 150s and one of the 200. The 200 is very good to be honest the 150 does the job

I will say though the FF200 has a distinct hum it's kinda loud but effective
