New PC Query

Morning folks,

We got a new PC built by the wonderful folks at PCSpecialist but I have a couple of queries I just want to run past someone that knows more about this stuff than I do.
1) It has a Geforce RTX 4060 Ti Graphics card - but the fans aren't always running. Is it the case that they only kick on when the system deems them necessary?

2) We also opted for a PCS FrostFlow 100 RGB V3 Series High Performance CPU Cooler and it seems to be functioning as it should, however the LED is intermittent, almost flickering in no pattern that we can determine, unlike the case fans which are in perfect sync. Is this normal for the LED of the cooler to do this?

Fans only start when it reaches a certain temp, usually around 60c
