New Spec

For 1440p 144hz gaming use, couple of questions;

Really torn between a 1080 and a 1080ti and even then there are so many models of graphics cards I am not sure which one to go for.
Don't know whether to wait for the new Intel chipset.
Don't know whether to stick with 3200 MHz Ram or upgrade to 3600 MHz.
Is the Noctua the best cooling? If I went for a more expensive cooling method how hard would the upkeep be?

Yeah, are they looking to release that at the start of October? Concerning GPU's is it worth buying one somewhere else or from Specialist?

That's up to you. There's nothing wrong with the ones PCS use, and the performance difference between different branded Pascal GPUs isn't so very large. But they can't guarantee a specific model, so if there's a model you really like or something you really want to avoid (e.g. you don't want a GPU with a blower cooler) you could buy and install your own GPU from elsewhere if you don't mind doing that. If it's too much hassle there's nothing wrong with sticking to whatever PCS use. Most people do.
