I have the following setup:

ASUS P8P67 B3
i7 2600k
650W PSU
16 GB Kingston Hyper X RAM
HD 6950 GPU

I am looking to upgrade to better graphics speed and power, what graphics cards could be suggested running on the 650W?

performance of the gtx 670 is close to a gtx 680, a few fps lower from the reviews I read

surely your 6950 should be getting ultra on most games at 1080p anyway, if not you could always try the 6970 unlock for free, but do not blame me if anything goes wrong
