I don't think you get a mail when it goes into pre-production (given that all its doing is going into a queue), but you should when it goes into building I think.
I didn't get an email when my rig went to pre-production. I believe it's from there onwards when you are updated that way. That still doesn't stop me from visiting, to check the status. >.<
