Non UK keyboard selection for log in on W10

Hi, I have a problem with my new arrival, a 17" gamers laptop with a french keyboard. (win10)

I have two language/keyboard configurations visible on login, but the default is the wrong one i.e. English/English I can select the other one before logging in, English/French but it's annoying.

The classic solution online is to go into Region & Language / Additional date,time & Regional settings / Region / Administrative / Copy settings / Welcome screen and new user accounts settings and ticking Welcome screen and system accounts .... This sets the input to French nicely but I can't save it .. the 'apply' button on the previous screen is greyed out and it keeps switching back to United Kingdom.

My home location is correctly set to France and so is my keyboard.

Anyone else?

OK, sorted now thanks I had to make the change under .. language / change input ... and save first before the Welcome screen setting changes could be saved
