Did you order Windows 10 with the laptop, or did you install it yourself?

If you bought it with Windows 10 I would give PCS a call and talk this over with them.

If you didn't buy Windows 10 and you installed your own copy then it's a bit more complex because it could as you say be a Windows issue. If it were mine I'd get hold of a Linux distro and see whether the LAN is stable with that. If it is then it's almost certainly a Windows issue.
