PC Beeping Issue

So when booting up my PC makes one long beep and then 3 consecutive beeps.
After doing some research I discovered that my PC bios manufacturer is AMI. That beep code refers to a memory issue.

The problem I am having is that the issue doesn't go away after reseating and/or replacing the memory.

Also strangely this only occurs when the PC has been off for hours, ie the first boot of the day. If I restart the PC the beeps don't occur. If I turn off the PC and then turn it back on ( even if I wait about 30 minutes) it still wont reproduce those beeps.

I would of thought a memory issue would cause it to beep after every POST regardless of whether its a restart or turn on from a complete shutdown.

Any guidance would be appreciated. Here are the PC's specs.

It could also be the graphics card. Most motherboards have four LEDs that stay lit if there is a POST issue, have a look in your motherboard manual and see which LED is lit after POST.
