 Power Limit Throttle

i have noticed my pc is power limit throttling is there anyway to stop it from doing this? it has done it from day one but its been bugging me as i feel like i am not getting the full potential out of my pc,
Specs are: vortex ST-S gaming pc i710700k - rtx 2070super
i havent done anything to the pc since i took it out the box just some fan curves.

What makes you think it's power throttling? Can you post a screenshot?

Its fine untill i load up a game or stress it abit, sorry for the poor screen shot im not at the computer at the moment but the bar goes to red and says yes

Because i was going to overclock and do voltages but after doing a first stress with it as standard it was power throttleing so i havent done any oc or voltages as of yet no. Like i said the pc is how i got it out the box with just adjusting the fan curves thats it.

When you say a stress test, what did you use to stress the CPU?

I have been using the intel extreme programs built in stress tools. it has cpu stress test, cpu stress test with avx and cpu stress test with avx2 built in to the program
