Regarding 'Selling hardware on the forum'

It seems there are quite a few new threads regarding users trying to sell their computer hardware.

Wouldn't it be better if when you sign up on the forum that

a) There is a sentence on the page that you are not allowed to sell any hardware on the forum
b) You have to read the rules of the forum first before attempting to sign up

Well it is of course expected for everyone to read the Terms of Service and what not upon joining but not many people actually do so. There is no real way for PCS to force people to read their Terms and Conditions for the forum.
