I think the nearest thing to this in windows7 is "Devices and Printers.
Click start,on the right hand side,click Devices & Printers.Or in control panel/all control panel items/devices and printers,If your device isn't showing ,right click on the window and select "Add a Device"
If it's quite an old device & cant be recognized by windows7,have a look at this.
