There are a number of different ways to get Steam XP: this page: https://steamcommunity.com/sharedfiles/filedetails/?id=212414540 was the first I found from googling it and explains a number of ways to get Steam XP

It may be the games you're playing are limiting it to 120fps, or I think theres a setting somewhere in the AMD Control thingy that can limit it.

Steam Level - what rakk said :)

Game FPS - Either the game is limited to 120 FPS or its running vsync (or similar) and you have a 120hz monitor - if you turn it off in either the catalyst control or in the game itself your FPS should increase. Bare in mind this will not really provide smoother/better visuals if your monitor cant display the extra frames.

Many things can be linked to FPS, just asking why my FPS is only120, isn't going to get an air tight answer.

Some of the things that effect FPS:

1. The game itself is limited to 120 FPS
2. Your monitor is only 120hz and your graphics card driver software has vsync turned on, vsync basically caps your card at the refresh rate of the monitor to reduce what they call tearing or sheering on the screen.
3. 120 FPS is just the best your graphics card can do on the graphics settings you're using in the game.
4. Faulty card.
5. Faulty drivers.
6. Any other faulty component in the PC.
7. HDD/SDD clutter, if your drive has a few years worth of usage without a reinstall you will have sectors written over sectors written over sectors, you will have files in random locations on the disk and so on, this is called fragmentation and is usually one of the biggest culprits for "help my pc's gotten really slow".

As you can see there's a lot of reasons for your issue.
