HDMI 1.4 wouldn't be enough for 4k 60hz - HDMI 2.0 would be. http://www.gamersnexus.net/guides/1312-cables-dvi-differences-hdmi-vs-displayport

I'm not sure if the Optimus VII has HDMI 2.0 or not. If it was a desktop GTX 960 it probably would be but the GTX 960M output may depend on the chassis.

If nobody here can give a definite answer, you could phone PC Specialist. If it turns out that it only has HDMI 1.4, a solution might be to use a Mini Display Port to HDMI 2.0 adapter cable. There are a number available from various retailers that seem designed for such situations.
