Upgrade from Palit RTX 2080 to ASUS ROG STRIX 2080 TI because of coil whine

Hello guys, I wonder if someone can guide me through some steps, I'm a little confused and at the same time worried.
I received my desktop on the 10th of July.
The main problem is my GPU, Palit Gaming PRO RTX 2080 TI, has a high pitched coil whine whenever I'm gaming. Doesn't matter the FPS, doesn't matter the game, it's there and it sounds like someone is scratching my brain with a nail. I can even hear it through my headphones, and I have the Logitech G935. I can barely hear my wife when she's talking to me but I can clearly hear the coil whine.
After 30 mins with tech support on the phone, I removed it, checked for debris or dust but nothing.
I decided I wanted to upgrade from my current GPU to ASUS ROG STRIX 2080 TI, looked online, and seems like those are "the best".
Now I'm exchanging e-mails with PC's for the process, they already assigned a reference no, and they told me Monday someone will collect the GPU between 8 AM and 6 PM. Now I'm not sure what exactly do I have to do, all I know is someone from DPD will come and collect the GPU and take it back to PCs.
When the desktop came it didn't have any EDS bags, so I just unplug the GPU and give it to DPD?
I don't trust DPD since when they delivered my monitor they didn't even bother to knock on my door and left it at my neighbor. Also when I received the desktop the driver wanted to leave it on the building corridor, ( a 5 flats building ) I was working but I took a break when the driver was close to my address. My wife went down the stairs exactly when the driver was leaving the parcel on the corridor, he didn't even knew english. Everyone knows they are not allowed to leave the parcel anywhere else.
Also, I have a PK number, do I need to write that down also?
Do I bag it, bubble wrap it, box it? Write the pk no, reference no, and PCs address on the box? I don't know ...

Now the second problem.
They told me in an e-mail it will take "around 2 weeks as an estimate for a fault report", then reading through the TOS it takes 14 working days for a refund and only after that they can discuss with me the difference I have to pay to upgrade to ASUS STRIX 2080 TI.
The current GPU that I have doesn't have any fault, runs every game I throw at it without any problems, the problem is that coil whine that it's getting on my nerves so that's why I wanted to upgrade.
If my calculations are right, this will take more than a month which for me is a problem since I work in IT. I do video editing and if it takes more than 2 weeks i will have to cancel some of the personal projects that I'm working on.
Is there any workaround for this or do I just have to sit tight and wait?

Sounds more like fan bearings than coil whine to me, but then some people (usually younger) hear coil whine more. Does it change in frequency as you play games?

Yes, i'm playing a MMORPG and if i go in a town with lots of players it changes frequency for 1-2 seconds. Sometimes i get a little stutter but that happens to everyone when you play a MMORPG on ultra settings.

Might just be the blower type fan (I assume it's a blower). They do have a distinct noise. An Asus would be better although not necessarily quieter in dB terms! I've had both and do prefer the non-blower, but they certainly aren't quiet unless you buy a specifically noise dampening case.

Thank you, i don't mind the fans being loud. I'd rather have loud fans than a bee in my head for several hours :D
