Computer mainly for watching 1080p movies, and playing latest games in mid/high-settings, while I will also use it for some light video editing for youtube or 3d software depending on which spec I will go with. (using sony vegas)

I'm tempted to use the higher budget, but I keep thinking with this rate of technologic advancement, there will surely in 1-2 years be completely different and much better computers, and wouldn't want to waste my money. (especially since my parents are paying for it)
I will also start univercity in 1-2 years, so I keep thinking that when that time comes, I will buy a high end laptop, but then I keep thinking about all the disadvantages of a latop.

I have made two specs:

£1535 One which is ideal so I can play high end games on max settings for many years and have many other software benefits, and where I could add a second GPU in the future if it slows down, BUT I keep thinking such computers will come out that these types will be useless as new games will be produced for those 'new generation computers'

£982 The second list is a low budget spec where I can play latest games on mid settings for another few years and watch full hd movies eventhough I will have a restrict on upcoming softwares, and in this one I wouldn't add another component if needed, so once it is useless it will be thrown away, this one is more 'future proof' because if some major breakthrough of new generation computers came out, I would be able to buy them because I didn't spend much on this spec.

Please please read the above, I will forever be thankfull.

I'd go with the 1st one, simply because if you keep waiting for new tech to come out you'll never get a good PC. Your argument will be as valid in 2 years as it is right now and as it was 2 years ago.

Intel releases a new chip every year, with a major release every 2 years (tick-tock mentality). With that in mind, they're gonna release a new chipset, codenamed Haswell, next summer and this CPU will be using a new architecture, which means you'll need a new mobo to use it. But then they'll release something else 2 years later etc..

Your first spec is high end and should last you for a long time, unless you absolutely crave new tech and can't live without it you don't need to upgrade every time something new comes out. A first generation iPhone still works fine even though the 4S is out and can still do whatever you need from it.

Current CPU requirements for games are way behind the 3770 so there's no pb there, and the 670 will be able to max out games for a couple of years and still be able to play them at mid-max settings for some time after that. The advantage of a desktop is that you can upgrade, so you can always SLI as you said in a few years and you'll still have a top spec PC. Buying a desktop to throw it away in 1-2 years without upgrading would be foolish from both an ecological and financial standpoint.

I keep thinking such computers will come out that these types will be useless as new games will be produced for those 'new generation computers'

They don't make games to fit a certain type of "computer". A PC is made of many components which are upgradable. We're not talking about something like the release of the PS3 which prompted everyone to stop making PS2 games so that you had to buy a PS3 to continue gaming. Games need a minimum processing and graphical power, which is reflected by the minimum spec requirements, and of course as they evolve the system requirements are gonna evolve too but this spec is already well ahead of current requirements so no worries there.
