What improves FPS?

I have a gtx 970m in my Octane II and with most games like gta 5 for example the in game vram usage bar shows that at 1080p with max settings (MSAA turned off and advanced graphics turned off) It's only using just under 4gb of Vram and I have 6gb so would expect a solid 60 fps. While It does get to 60 fps in some areas and at night time especially, roughly on average it's about 45-55 fps. Is it more the GPU clock speed that has an impact on FPS and why is a 4gb 980m be better than a 6gb 970m?

Also I have the i5 6600K at 3.5 Ghz is this effecting the FPS? It's my first gaming pc/laptop and not up to scratch with the in's and out's of hardware.

A graphics card isn't just about the VRAM, the actual processing power of the GPU is just as important. If you 're getting 50 fps then I wouldn't worry about it personally. You could downgrade a few settings that are more GPU processor intensive

Yes, the two main variables are GPU power and memory.

Memory is more of a binary thing. If you are demanding less than you have, more is no benefit. If you are demanding more than you have, the performance hit will be huge. That's why you can sometimes get a big performance boost with only minor tweaks.

As for GPU power, a 980M is about 30% faster than a 970M.

GPU and RAM by far, then CPU.
Your results are more than normal.
Just drop some settings like shadows, AA, even texture quality if you are more in gameplay than graphics
