Seen someone wanting to sell their custom made pc on facebook

Low temps are good but this is a ridiculous waste of performance

Do your multipliers change on idle? Mine don't. The multipliers are fixed at what you set them to in either XTU or the bios and act as the aimed speed the core will aim at, on any given load.

On idle you would expect it to rise up to a lower core utilisation multiplier, with a lower voltage as it's not being used.

This image suggests the multiplier has been set to 38 across all cores.

Depends on how you set it up. You can get it to vary or I can get it to peak hold. You can set the maximum, with the minimum usually a %age of the maximum.
