Currys failed to deliver my replacement today. A rep on the phone told me I should never have been told it would be replaced.
PC Specialist replied saying it's "similar" to a founders edition card and is standard practise when they have stock issues.
Looks like I'm keeping something I don't...
Spoke too soon. So the original guy went to talk to my local store to see if they had the 2070 in stock (they did, I checked) but then left me on hold for 90 minutes before I eventually hung up.
I called back, they're replacing the pc.

Quick update on this, I'm on the phone to a guy at Currys who agrees it's rubbish that the system was not advertised properly and is contacting stores to see if they have a proper 2070 super (or 2080 super) in stock to swap out for me. I'll keep this updated.
