I'm not an expert on power supplies or indeed electronics of any kind, but this seems like the noise a relay makes when power is turned on. Do you turn your power supply off every time you turn the computer off?! That's very thorough if so!

PC and monitor should be a good match. That's how you get value. If you're spending £2800 on a PC but have a terrible £150 display, you're wasting money and should divert some of that budget to a new monitor. But also you don't want a PC that's underpowered for the display as that's also a waste.
