I don't understand what you're referring to? Are you having problems in games?

The 2070 Super is only about up to 10% faster in benchmarks, it's not a ginormous leap of difference. But the clocks are actually LESS than on the older 2070:

The image you have above, that's not showing the default clock in the top left, that's showing the current clock speed. It will ramp up and down depending on current usage. And that's running furmark anyway which isn't a benchmark tool but a torture test.

You ordered without windows, are you sure you've configured windows and drivers correctly?

I still don't understand what you're referring to, furmark is not a benchmarking tool, it's sole use is to tell if a card is healthy or not, it's not used as any kind of benchmark.

When you reinstalled windows, how did you do it, what process did you go through? Where did you get the graphics drivers from? Have you installed control center?

Your score with the 2070 was not a valid test as it had adjusted anti aliasing settings which would inflate the score, so you can't compare that result with your 2070 Super as they're not under the same conditions:
