On a different note Scott - I’m at the point now where I’m starting to hate AMD for a GPU.
I’ve always ran Nvidia previously.

It's running well but it is low on the GPU. I had similar behaviour with mine on the Firestrike test.
Try this and then re-run.....
Click Start, Type Control Panel, Click on Control Panel
Click the little arrow next to Control Panel at the top then click "Show All Items"
Select "Power Options"
Click "Change Plan Options"
Click "Change Advanced Power Options"
Expand "USB Settings"
Expand "USB Selective Suspend"
Disable any options in there.
Try a re-run.
Your system is running great, all the info on your temps and frequencies look great. The GPU score has dropped but this can be all manner of things. The above made a huge difference for me as the USB suspend thing was interfering at times. It's actually related to AM5 rather than the GPU itself.
Rather than running out and switching out the GPU only to find the same things happening (only with an Nvidia issue) I would stick with it to narrow down exactly what's going on.

It's worth noting that the 850w PSU won't be enough for a 4090. In fact I would argue it's not enough for your current GPU of choice. With transient spikes etc in mind it should be at least 1000w but I would want an ATX3 PSU in such a system. It's a shame you never asked here before purchasing as we could have saved you a number of headaches. The drive selection is far from optimum also.

A 4090 would fit in that system (personally, I'd want a 1200w PSU in to account for the spikes...that's what i went with...or a 1000w Shift Series). However, a 4090 would be a waste of money....I play at 4k120 and I can barely get to 50% GPU usage even when I'm also streaming the game on a second monitor at the same time. The highest you would really need is a 4080 Super.
But, as Scott says, you need to rule out everything else first....you could change to a new GPU every day but if the fault isn't there, then it's pointless. And, as it's happened on 2 different GPUs, it's pointing to something else.

At 4K, raw rasterisation performance the 7900XTX is slightly better.
But if you want full RT, better VR support, better frame generation, then the Nvidia option becomes the stronger player as AMD's technologies come with a higher overhead (e.g. in RT the Nvidia might lose 50% of it's frames, but the AMD can lose 75%).

They are fairly even..some games the XTX is a bit better, some the 4080S. However, you pay a premium for that.
I haven't read through everything in this thread (or at least not remembered everything done) so not sure if you have tried going with an older driver? Just wondering as your initial post says it's happened recently which makes me wonder if it's a buggy driver.
If you've already tried an older driver, then just ignore this post. If you haven't may be worth downloading 24.6.1 (2 drivers back):
You'll need to do a Windows reinstall again so we have a clean platform to work from.
I'm not an expert on troubleshooting so it may make no difference but just adding a possible troubleshooting step if it hasn't already been suggested before as it wouldn't be the first time specific games had issues with a specific driver (AMD and NVIDA alike)..for example, couple of year ago NVIDIA had a 6 month phase where their drivers were causing all sorts of issues for some

Yeah, i can understand the frustration and sympathise with you. When the 7800x3D chips released just over a year ago, there were all sorts of issues to begin with, system crashing things like that, especially with RAM at 6000MHz (I still haven't got mine stable and just run it at default speed)....the saving grace there was we knew where the issue was coming from and could simply wait.
the only other thing I can think of is the RAM. Not sure if you have tried it with XMP off to test it? If you haven't then you can open BIOS and it should be on the first page it shows you. Probably won't be related but another thing to tick off your troubleshooting list.

I've only just realised why you were showing your stream stuff...to highlight the encoding error in OBS. It's entirely possible that a buggy GPU driver could also be the source of that.

I may be butting in here but this post caught my eye. The AMD Ryzen 9 7950X3D CPU has a maximum guaranteed memory transfer rate of 5200MHz (see https://www.amd.com/en/products/processors/desktops/ryzen/7000-series/amd-ryzen-9-7950x3d.html). Speeds higher than this are usually possible but not guaranteed.
If you think that RAM may be involved then downclocking it to 5200MHz to see whether it's stable at that speed might be wise.
FWIW I do see BSODs on other forums that disappear when RAM is clocked at no more than the CPU guaranteed speed.
So not to get to excited so early however the FPS has been the most stable its been since changing drivers.
