Beeping on boot up and fan speed

Hello, I’ve had my pc a week now and on boot up, I’m am noticing an initial beep and then three short beeps afterwards. There doesn’t seem to be any issues apart from that on boot up.
I have also noticed the fan speed is a little higher than it was when I first started using it.
Any help is appreciated.

Do you switch your monitor on before or after switching on your system? If it's after, then try switching the monitor on first. Sometimes, ASUS motherboards will report a false graphics card fault (1 beep followed by 3) if it doesn't detect a powered on monitor straight away....turning the monitor on first usually resolves that.

Not sure about the fan speeds
Ok I’ll try that. Didn’t even know that was a thing.
I think the fan may be dust related. Until I move there’s no place else to put it.
how often should I clean the dust in the pc?

Heard/read a lot about this with RTX cards. Mine included. My issue (with a Gigabyte board) is exactly as Nursemorph says, if my monitor is connected to my laptop and then I switch over to desktop before a) turning off and then b) manually ensuring I swap to DP from HDMI then I get the beeps. I've read about people eradicating the beeps by disabling CSM in the BIOS but for me it's all about the connection from the GPU to the monitor.

Dust in the PC is very dependent on your airflow of your case and of course, the general amount of dust in the room. Mine gets pretty dusty but I only clean it every 6 weeks or so. The only way I can do it properly is with an air blower (Compuclean). Don't ever use a vacuum cleaner!

Regarding the fan speed, it could linked to ambient temp or many other factors. Not sure about the RTX 3070 but certainly some RTX 30 series cards have the zero fan as default setting. That means no fan until the card hits 40C. If your ambient temps are up then the card will easily hit that and stay at that temp even at idle. So what you are thinking is 'higher fan speed' which could actually be 'some fan speed vs. zero fan speed before'. I use MSI afterburner to manually set a curve (the default MSI AB curve) that has the fans at 40% even at idle. It's actually more annoying having the fan start and stop than having the noise all the time.
