And so it is, but the OP reported a good PC until he installed updates. In that situation it makes complete sense not to install any updates until you've confirmed that it's working with vanilla Windows.
I know that bud, however the OP was installing his other software after a clean install but without making sure Windows was stable. Trying to stop any wasted effort.

I understand about the installing other software and that is a mistake. Troubleshooting is a slow progressive process but people often look for shortcuts. I think PCS were trying to slow him down and take things step by step. I'm certain their advice not to insta updates was a temporary troubleshooting suggestion designed to find out whether it's the updates that are the problem or something more fundamental. :)

So, as a catch-up, I have reinstalled windows from scratch and re-run all of the windows updates that have this time installed and restarted the computer perfectly. I am wondering if there was an issue with the updates download? Maybe it was interrupted halfway through? Either way, everything seems to be back on track and the computer is running now. Just a stressful day :)

I take it that PCS don’t do the updates if a fresh copy/licence is being installed in factory is because you need to link your windows copy to a personal account etc and you can’t do the updates before you’ve done that

I think it's more the case of the service level of the image PCS use not being completely current.

makes sense the rights to install legal copies of Windows 10 onto their builds would only be updated as a master copy only periodically so that’s why we need to update the copy when we get receive our builds. What I was really asking I suppose was why PCS don’t do the updates in factory for those paying for Windows to be installed thus knowing there are no problems with the system tat goes out caused by the up to date version of the OS or corrupted versions caused by faults in the download process

PCS will have a certain issue of Windows updated to a certain date, after that, the updates will need to be done at home. If you think about it, brand new consoles, tablets and mobile phone never arrive/bought from the shop with the latest stuff installed. In fact when i bought my Xbox One it was literally a day doing stuff before i could go anywhere near it.

Frustrating I know, but thats modern tech for you
