Well there are not many other noises a GPU can make unless there is an open short. If there was an open short I would highly doubt the card would work.

Can you try to get a recording of the sound and post it here?

Hi yeah I tried posting a YT link. let's try again (
)

It's loud enough to pierce headphones, but not quite loud enough to be a complete dealbreaker. I'm willing to believe this is just how loud GPUs are these days.

I'm just trying to confirm that this isn't the portent of some kind of catastrophic electrical fire

There is clearly something wrong there It shouldn't sound like that.
Are you 100% that sound is coming from the GPU?
Have you opened the PC and observed it happening?
To me it very much sounds like a wire rubbing against one of the fan blades.

Did it come with a GPU support bracket ? Just check one of the rubber support bumpers hasn’t fallen off in shipping and got wedged in the GPU fan, just take it out and have a proper look and give it a gentle shake.

the one that grows in the brain and strangles your lateral geniculate nucleus. renders you operationally blind to warning labels on pc cases. thank god my insurance covers emergency surgery
I've got that same condition, is it just due to foam? I shall operate tonight with some needlepoint tweezers!

Yes, each PC comes with expandable foam packaging inside. Don't worry, you're not the first to overlook it. Hopefully you didn't run it for too long like that, I'm sure PC will be fine.

My initial reaction was "how the hell do you miss that???" but then realised OP's case doesn't have a glass panel. Hope the fans didn't shred the insert and leave bits everywhere!
