A lot of it depends on your use case, your budget and your monitor.
What budget do you have?
What are you going to be using it for? Gaming, streaming, rendering, editing etc
What monitor do you have? Make/model or resolution/refresh rate would be handy to know. We pair the graphics card to the monitor.

CPU/MOBO: I would trade the motherboard down to the TUF x570 and with that money I would upgrade to the latest gen 8-core AMD CPU, the 5800x.
RAM: Your use case will decide whether you can drop down to 16GB or not, but either way Ryzen CPUs like fast RAM so 3200 or 3600mhz would be beneficial.
Cooling: The H100i Platinum comes with premium thermal paste applied, so the arctic paste is not needed.
PSU: I would choose the 850W RMx over the RMi model you have selected. It's cheaper, it's fantastic quality and it gives you a bit more room for upgrades down the line.
Anti-Virus: I would recommend sticking with Windows Defender, it does a great job and most anti-virus programs can slow down your system a bit.
Warranty: Silver Warranty for a fiver is a no brainer.

I think the worry about Norton slowing things down is based on old versions of the software. I have Norton 360 on an ancient PC (just waiting for my new to be built). There is no noticeable impact on performance due to Norton on my old beast, so I can’t imagine it would affect a much more powerful PC.

Solid config. I’d just like to add some potential points about it.

The b550-f strix has a VRM that’s more than capable of running even a 5950x, unless there’s going to be extreme OCing, or the features of the x570 being used (like the second PCIe x4 for m.2) it would be better to opt for the b550-f.

On a cost/gb basis the 1TB variant is cheaper, this would be subjective if the extra high speed storage is needed.

Windows Defender has come on so much it is hard to see the point of any other AV.

That said, it does not hurt to regularly do full system scans. I like Clamtk but unfortunately that is Linux only.
