So I would like to upgrade the gfx card to a rtx2070 super. Can it be done or do I need a new machine built from scratch?

also can the cpu be upgraded?

This is the current spec, though I have a gtx970 because the titan has never worked with windows 10

You can easily upgrade the graphics card. Case, PSU, etc should be fine.

Depending on pricing, the RTX 2070 may be a total waste of cash vs a 2060 Super (which is pretty much an RTX 2070 but cheaper)

If it's for gaming, a GPU of this kind of performance level would really only be appropriate for 1440p gaming. Unless it's not for gaming or you have very niche gaming interests.
