Can my PC handle GTA V?

My brother has a PC, and he was wondering if he could run GTA V, and if not, what would he need to upgrade? We’re both not educated enough about PC’s, and we don’t know the difference between everything. Please keep this in mind when informing us. Hoping someone can help!

AMD A8 6500 3.5 GHZ
8GB RAM
1TB HDD

There's nothing wrong with highlighting things like this, normalising it is far worse than calling it out.
