Dual Monitors Issue

Issue has me stumped, I grabbed an oldish monitor yesterday that someone was giving away. When I hooked it up it was just going into power saver mode, tried disconnecting my main monitor and restarting and got the same result.
I then tried the cable in my main monitor and it worked fine, I plugged the cable straight back into the new monitor and presto everything worked perfectly, dual screens were working as intended. Restarted the comp this morning and back to square 1, repeated the process above and once again it worked.
I can't find anything helpful online as to why the monitor will only work if I plug the cable into the primary monitor first, any thoughts?
forgot to mention that on boot the bios screen comes up fine on the new monitor but once windows starts it goes into power saver

EDIT: There was an OS installed properly prior to the comp being sent as I made a couple changes over the phone with one of their technicians (os and wifi card added)

How did you install windows? Have you run all the windows updates?

Have you searched the GPUs manufacturers website for uptodate drivers?

Are you plugging in the monitor to the correct rear socket - ie the GPU card and not the case/motherboard video slots?

Have you tried turning on the monitors before the machine?

Windows came installed from PCSpecialist and all updates are installed

Gpu drivers are all up to date

and definetly using correct ports

No it didnt - you selected that you did not want an operating system:

Therefore you have to clean install your OWN.,

The one that is on the machine was what was added to test and you cant just activate it - you need to clean install and run updates etc

It did, I did some tweaks with them on the phone after ordering

It was just a potentially incomplete/OEM/test version of Windows for PCS to do the basic testing of the system before it is sent out.

If you decide to use it then you risk having issues, and as you didn’t purchase Windows with the PC, PCS/the forum may not offer support.

The advice is to always do a clean install, so that you have a known, good install of Windows as a base to build on.

It's a common mistake, but when ordering without an OS, the system comes with a test OS but it's not properly configured so if it's even slightly a performance machine (which require far more accurate driver and software configuration to maintain proper performance) you absolutely must do a clean install of your own copy.

Couple of pointers, don't install any 3rd party AV, they're just not required since windows 7, Microsoft Defender does everything, it's a full suite and works extremely well. A lot of instability issues track down to 3rd party AV suites.

Also, never use any driver optimiser of any kind, even from the likes of Norton or "reputable" companies. These are absolute snake oil and will inevitably screw your windows install.

Thanks for the advice folks, The os that came was a full version and paid for. Tweaks were made over phone with technician prior to sending finished comp

Urm, ok, you must have pasted the incorrect specs then, as it states you ordered without an OS.

It's completely down to you, but you WILL face issues if you use the test OS. It's licensed with your key which I'm sure is genuine, but the OS isn't properly configured, so you will face issues.

We can't offer any support until you've clean installed, it's completely pointless as there are too many unknown variables that could be contributing.

But all the best.

We're not saying it will solve the issue, only that we can't begin troubleshooting until it's clean installed.

It could simply be that the ‘old’ VGA monitor is not providing any sense signal to the GPU on startup…hence why kick-starting it on the newer monitor seems to fix it…temporarily.

Fresh install of windows done, screen was working after and continued to work after several restarts. Then this morning it was back to square one, monitor goes to power saver mode, the computer sees that its there and displays its stats but it still wont come out of power saver mode.
