Fans don't seem to speed up

I've recently applied new thermal paste to my Octane 3 17 inch laptop. FPS in games are back up to what they used to be when I first got it but while monitoring temps with HWInfo it shows that the cpu and gpu thermal throttle but the fans aren't spinning much faster than they do normally while not gaming. I've solved the cpu issue with a -125v undervolt but GPU still seems to thermal throttle. The temps drop quite a lot if I stick the fans to full power manually. Highest temps is 91c but it doesn't stay there it just peaks then drops back into the high 80s it's like fans pick up speed enough just to keep it under control for the most part but it occasionally hits 90 degrees. I've tried using speedfan but it doesn't seem to be able to control the fan speed.

Have I possibly not done thermal paste application correctly? My first time doing it but I used a pea sized blob in the middle of the cpu and gpu and then let the heat sink spread it. Not sure if it has spread correctly etc though? Only other thing is bios update maybe but not sure where to get that from if it's even available.

If HWInfo is showing the temps increase, the system is reading the temps fine.

Have you changed the fan curves at all? it suggests that the fan curve isn't being adhered to.

Not changed the fan curves, don't even think it's possible to do on the Octane 3 but yeah I've got clevo control center installed and it's set to automatic.

Are you sure that in Windows Power Option settings the CPU cooling policy is set to Active? If you set it to passive Windows throttles the CPU before ramping up the fans.

Yep it's set to active. I've noticed my GPU seems to be thermal throttling according to HWInfo. I've recently put new thermal paste on it just did a blob in the center on both GPU and CPU. Is it possible I messed up and it's not been applied properly? First time that I've applied thermal paste

GPU needs a lot more thermal paste than CPU as it's a much larger die. But yes, if the GPU is overheating after a repaste, either the paste isn't sufficient, or the heatsink is not applied correctly.

If it wasn't thermal throttling before the paste and is now, it suggests something has went wrong somewhere for sure.
