Games using 0% GPU but a lot of CPU

So, I recently downgraded back to Windows 10 from Windows 11 because of personal reasons and since then, I've noticed any game I play isn't utilizing my GPU like AT ALL. Every time I check task manager it's at 0% whereas my CPU is usually high. My games look like they're running on integrated graphics and there has been a noticeable difference in how they look. I went into BIOS to see if I could disable integrated graphics and select my dedicated GPU but the option wasn't even there. I checked everywhere (including advanced mode). I have tried many solutions to resolve this issue yet nothing has worked. It is worth noting that before I reverted back to Win 10 from Win 11, I had zero issues and my games were using my GPU as normal. I'm not sure where else to go or what to do and as my rig is from Pc Specialist, I thought I should come here for guidance on how to resolve the problem.

As for for reverting back to Win 10, I simply created an installation media from Microsoft's website and chose the "keep nothing" option as I wanted a fresh installation. I then reinstalled all of my games and after playing them, I noticed something was different, being the problem I stated above.

where did you source drivers? Have you installed Nvidia driver?

Have you run all the windows updates including optionals?

Can you do a screen print of your windows update page and optionals please. Also a screen print of your device manager.

Open the Nvidia control panel and look under 'Manage 3D Settings' to see which GPU is being used by default.

This is one of the first things I checked, it's stating that my GPU is being used but when I open task manager it's showing 0% GPU usage under any game I play, this was not the case before I reverted back to windows 10.

I would just clean install windows 10, I'm guessing you upgraded in place to 11, the rolling back to 10, it's not going to be clean.

I already did a clean install of windows 10 after I reverted back, the problem still persisted.

Even in my iCUE dashboard, it's showing my GPU temps as though my GPU is being utilized but when I'm playing a game (any game) my GPU in task manager is constantly at 0% as though it's not being used? It's confusing and I never encountered this problem until AFTER I rolled back to Win 10

You said it asked you to keep data or not, that’s not a clean install, that’s a downgrade in place

A clean install you delete any partitions, there is no way of keeping anything and you don’t get an option

So with a clean install I wouldn't even get the option "Keep nothing"? if so, how would I go about performing a clean install? I only did it through the Recovery setting under "Reset this PC"

That’s called a windows reset, it’s not the same as a clean install.

There’s lots of guides on the internet on how to clean install

What are the chances a clean install will resolve my issue? I've never performed a clean install before and I'm reluctant to do so in case something goes wrong but at the same time, no other solution has helped resolve the problem so I'm leaning towards the clean install. Is the process difficult/complicated and if so, what should I know beforehand?

Clean install instructions for W10

Download a new copy of Windows using the Media Creation Tool to an 8GB (min) USB.
Boot that USB and choose a Custom Install.
Delete all UEFI partitions on the system drive (EFI System, Recovery, MSR Reserved, Primary).
Select the unallocated space that results and click the Next button. The installer will create the correct partitions and install Windows.
Run Windows Update repeatedly, even across reboots, until no more updates are found.
You may need/want to download and install the latest graphics driver from the Nvidia/AMD website (they change so regularly the latest version isn't always in the Windows libraries).
This is also worth a watch
