Help with picking parts for computer

I have read the sticky threads but im still not confident enough to put together a pc. Especially regarding the motherboard and cpu cooler.

Monitor: Im planning on getting a new 1440p monitor, what exactly i dont know yet. maybe a HP x27q or LG ultragear 27gp850-b.
Uses: Gaming i guess
Budget: ~2260€ (25.000 SEK) can go over budget with ~100-200€ but rather not. the cheaper the better

For the graphic card i was thinking a 3060ti or 3070ti
as for the cpu im not as certain when it comes to amd or intel. maybe a i5-2600k or i5-13600k?
for ram i was thinking it may be better to get 32gb instead usual 16gb
for storage i want 2 drives atleast with minimum 3TB combined first drive being an SSD tho the 2nd can be HHD as its mostly for storing video and image files.
I also prefer the pc case not be anything flashy or futuristic and to have as little rbg lights as possible. tho appearance is secondary to noise, performance, cost and etc.
I doubt mentioning this matter. but just incase it does im planning on choosing windows 10 for the pc and not 11.

I'd suggest a couple of small changes to the above build as Ryzen 7000 chips are severely hampered by memory slower than DDR5-6000. It also makes it possible to come in cheaper. I've also suggested Windows 11: there's no good reason to put Windows 10 on a new system now and it will be going end-of-life next year.

Case
CORSAIR 5000D AIRFLOW TEMPERED GLASS GAMING CASE
Processor (CPU)
AMD Ryzen 5 7600X Six Core CPU (4.7GHz-5.3GHz/38MB CACHE/AM5) The 7600 and air cooling could make this cheaper again
Motherboard

ASUS® TUF GAMING B650-PLUS (DDR5, USB 3.2, 6Gb/s) - ARGB Ready! Cheaper but still excellent motherboard
Memory (RAM)

32GB Corsair VENGEANCE DDR5 6000MHz (2 x 16GB) Faster RAM

I know four sticks of memory is a bit of a minefield, but two seems broadly ok. PCS sells it all configured, so you shouldn't have any problems. If there are any they'll find it in testing.

Also do you have any advice for a 1440p monitor, the ones i have been looking for arent being sold on any store/online market that i could find.
Budget 450€

Question whats the difference between "3 days delivery" and "3 days insured delivery by pallet to sweden"?

Nevermind emailed the support and they gave me an answer.
